Brion's Outsiders designation wasn't skipped in memory of him. It was his before he left the Outsiders. And (with the exception of the hijacked designations briefly assigned to Vandal, Klarion and Teekl), designations are not reused.
And yes, Cyborg had an Outsiders designation before he joined the League, at which point he received a League designation.
As for specific numbers, the policy has generally been not to reveal them outside canon material.
